The Assistant Assessor works under the general direction of the City Assessor, performing: technical and administrative work in the assessment of real estate and personal property within the City of Presque Isle. Work involves the assessment and inspection of residential properties within the City and the maintenance of varied records. Responsibilities include extensive field work in the review of existing and new properties and assisting in the maintenance of property assessment records; maps and deeds. Work is reviewed by the City Assessor in progress or upon completion.
Job Duties And Responsibilities
Inspects, describes, and photographs new and existing residential and commercial properties and records data on property record cards. Updates annually personal property accounts.
Enters data appropriately coded to CAMA program which relate to value.
Performs quarterly inspection of residential and commercial properties consisting of the steps outlined in duty.
Performs field reviews to flag properties for changes as necessary.
Explains assessments to taxpayers.
Transfers property rights by deed to maintain current record of properties and ownership for assessment.
Performs administrative tasks required to maintain records required for property tax administration.
Responds to all inquiries by taxpayers and the public.
Maintains good public relations by providing information in an appropriate form and timely manner.
Assists with the maintenance of the City’s GIS system.
Other related work as required or as assigned.
Job Requirements
Knowledge of property valuation methodology is required evidenced by experience in mass appraisal and /or single property appraisal.
Ability to plan and organize quarterly property inspections.
Ability to maintain accurate records.
Ability to establish and maintain effective work relationships with taxpayers, other municipal employees and the general public.
Ability to effectively communicate both orally and in writing.
Skill in the operation of computer, and computer programs such as computer assisted mass appraisals, or other programs necessary to update and maintain property records; calculator and standard office equipment.
Ability to work independently and to use judgment in the conduct of work.
Ability to operate and demonstrate the use of the City’s GIS system.
Knowledge of the geography of the City.
Desirable Experience And Training
Graduation from a standard high school, supplemented by courses in real estate and personal property assessment with preference for a Certified Maine Assessor (CMA), with work experience in residential and personal property assessments; or any equivalent combination of experience and training.
