ABOUT THE LAND DEVELOPMENT AGENCY
The Land Development Agency (LDA) is the State’s affordable housing delivery body. Its main role is to acquire and develop State and other land to deliver affordable homes, supporting the creation of thriving communities and delivering ongoing positive social impact. It is overseen by an independent Board of Directors and has total capitalisation of up to €8.75bn. To date €6.25 billion of equity capital has been committed by Government and a further €2.5bn capitalisation is permitted under legislation from other sources/debt.
The LDA is active on more than 20 State Land sites and has a delivery pipeline in excess of 25,000 homes. The Agency also works in partnership with the country’s largest and most experienced homebuilders and will deliver a further 8,000 homes under its Project Tosaigh initiative.
Additionally, the LDA is working on large-scale longer-term strategic areas by master-planning and bringing forward planning applications in locations such as Limerick Colbert Quarter, the Digital Hub in Dublin and Sandy Road in Galway.
Role Summary
The role sits within the Asset Management function and reports directly to the Strategic Operations Lead. The successful candidate will work closely with cross-functional teams including cost rental, asset management, commercial, Building Surveying and Strategic Projects with scope to build and lead a dedicated analytics capability over time.
This role combines data analytics, business analysis, and operational insight to support the Asset Management Department. The role will enable data-driven decision-making across a growing residential portfolio, supporting performance monitoring, asset optimisation, financial oversight, and long-term strategic planning. The ideal candidate will be a highly analytical and commercially aware professional with significant experience in data analytics and performance reporting. They will demonstrate strong leadership capability, the ability to translate complex data into actionable insights, and experience working within asset-heavy or regulated
environments.
Key Responsibilities:
Design, build, and maintain dashboards and reporting frameworks, including:
Portfolio performance (occupancy, voids, lease-up performance)
Rental income, arrears, and revenue trends
Operating costs and service charge performance
Asset lifecycle and maintenance data
Support investment and operational decision-making through data modelling, forecasting, and scenario analysis
Provide analytical input into business cases, strategic planning, and policy development
Develop and embed Asset Management-specific data governance standards, including definitions, ownership models, and controls aligned to portfolio performance, asset lifecycle, and operational data requirements .
Work closely with Finance, Investment, Delivery, and Operations teams to ensure alignment of data, reporting, and performance metrics
Leverage and optimise systems and tools (e.g. asset management systems, Power BI, Microsoft Fabric or equivalent) to enhance data capture, integration, and reporting
Establish and maintain strong data governance practices within Asset Management, ensuring data quality, consistency, and integrity, while aligning with the LDA’s enterprise-wide data governance framework led by IT
Develop data standards, validation processes, and reporting controls across Asset Management
Translate complex data into clear insights and present findings to senior leadership, committees, and key stakeholders
Promote a data-driven culture within Asset Management and support continuous improvement initiatives
Provide input, feedback, and requirements from Asset Management into the development and ongoing evolution of LDA-wide data governance, standards, and architecture
Enable evidence-based decision-making through high-quality data insights and reporting
Support portfolio performance monitoring and asset optimisation
Enhance data governance, integrity, and system integration across the organisation
Provide strategic insights to senior leadership to inform policy, investment, and operational decisions
Person Specification/Requirements:
A relevant third-level qualification in Data Analytics, Business, Finance, Economics, or a related discipline
Significant experience in data analytics, business intelligence, or performance analysis
Experience working in asset-heavy environments such as real estate, housing, infrastructure, or similar sectors
Proven experience in data visualisation, developing dashboards and reporting frameworks using tools such as Power BI, Microsoft Fabric, or equivalent
Strong experience in data modelling, forecasting, and analytical problem-solving
Demonstrated ability to manage stakeholders and communicate insights effectively to senior audiences
Strong understanding of data governance, quality assurance, and reporting best practices
Proficiency in Microsoft Office applications, particularly Excel and data analysis tools
Strong leadership, communication, and stakeholder management skills
Experience working cross-functionally and influencing senior stakeholders
Desirable Experience
Experience in the public sector or a regulated environment
Knowledge of residential asset management, housing operations, or property performance metrics
Familiarity with asset management systems and data integration approaches
Understanding of governance, compliance, and reporting requirements in a public body context
