We are seeking an experienced and highly driven Technical Program Manager (TPM) to lead New Product Introduction (NPI) and technology transfer activities for the Penang Assembly and Test Manufacturing new site.
This role serves as the single program owner accountable for planning, executing, and delivering complex, cross functional NPI programs from early engineering builds through high volume manufacturing (HVM), balancing schedule, cost, quality, and risk to meet product launch and customer commitments.
Key Responsibilities
1. Program Ownership and Governance
• Own end to end NPI program execution, driving new product and technology transfer from Product Division and Technology Development into Penang Assembly and Test Manufacturing.
• Establish and maintain integrated program plans, including scope definition, milestones, dependencies, resource requirements, and cost considerations.
• Drive program governance, including milestone reviews, risk assessments, issue escalation, and leadership communications.
• Act as the single point of accountability for NPI delivery outcomes.
2. Cross Functional Leadership
• Lead cross functional startup teams spanning engineering, manufacturing, quality, supply chain, tooling, and external partners.
• Build strong partnerships and influence without authority to align stakeholders toward shared program goals.
• Represent the factory as the primary interface for Division/customer, TD, and VF stakeholders for all NPI related communication, alignment, and escalation.
3. Schedule, Risk and Trade off Management
• Identify, assess, and actively manage technical, schedule, cost, and capacity risks throughout the NPI lifecycle.
• Drive data based decision making and recommend trade offs to leadership to protect overall program success.
• Lead structured issue investigation, root cause analysis, and mitigation alignment; ensure timely closure and hand off to functional owners.
4. NPI Execution and Manufacturing Readiness
• Plan and execute NPI builds across all major milestones, including:
o Recipe Check Out
o Power On
o Engineering Sample
o Quality Sample
o Factory Certification
o Manufacturing Validation
• Ensure readiness of systems, materials, tooling, process flow, and manufacturing capacity to support NPI builds and data collection.
• Drive Design for Manufacturing (DFM) and collaborate with technical experts to resolve product and process challenges.
5. Ramp and Operational Excellence
• Lead new product validation with initial volume to meet customer demand with strong focus on quality, yield, and cost performance.
• Monitor and drive achievement of Critical Success Indicators (CSIs) demonstrating product and process capability and stability through Transfer Certification.
• Identify improvement opportunities and drive actions to continuously enhance NPI execution effectiveness.
6. Communication and Leadership Visibility
• Provide clear, concise, and timely communication to technical teams and senior leadership.
• Maintain transparency on program status, risks, and recovery plans.
• Demonstrate ownership, urgency, and accountability in a fast paced, high ambiguity environment.
Qualifications:
• Bachelor's degree in engineering or science.
• Minimum 8 years of experience in Technical Program Management, NPI, or complex technology transfer within a manufacturing environment.
• Strong engineering fundamentals with solid knowledge of development, transfer, and manufacturing readiness methodologies.
• Proven track record delivering complex, cross organizational programs with multiple stakeholders.
• Knowledge of Assembly and/or Test processes, TD transfer methodology, and statistical data analysis.
• Strong program management, stakeholder management, and problem solving skills.
• Ability to operate effectively under ambiguity and manage multiple priorities.
• Project Management Professional (PMP) certification is a plus.
