Job Description
The BVI Financial Services Commission (“the Commission”) is seeking a highly motivated professional to join its AML/CFT Unit in the role of Analyst II. The successful candidate will support the coordination and delivery of onsite examinations across all sectors and contribute to strengthening the Commission’s role as the main anti-money laundering supervisor for the financial services industry.
Applicants must be independently motivated, able to work as part of diverse teams, and adhere to the Commission’s service standards and strict confidentiality requirements. Strong organisational skills, attention to detail, and the ability to manage competing priorities are essential. Professionally recognised qualifications related to AML/CFT, compliance, regulation, or trust and company management will be an asset.
Candidates will be assessed based on the criteria below and will be required to complete an assessment as part of the interview process.
Duties and Responsibilities:
General
Assist in the ongoing development and implementation of the Commission’s AML/CFT/CPF framework;
Assist in the execution of relevant projects and assignments of the AMLU to ensure that they are carried out effectively and efficiently in accordance with the policies, procedures, goals and objectives of the Commission;
Assist in developing reports and presenting findings of analysis in a meaningful and useful manner to relevant stakeholders;
Assist the Compliance Inspection Unit (CIU) where necessary, particularly in relation to conducting file reviews files to enable CIU to effectively fulfil its onsite inspections mandate.
Complete assigned projects on time and in accordance with directions given;
Support Unit staff with assigned projects;
Act as recording secretary at meetings for which the AMLU is involved when necessary;
Arrange and co-ordinate meetings with internal and external parties as necessary;
Assist with facilitating special event planning, registration and execution where assigned by the Deputy Director and senior personnel; and
Any other duties relative to the objectives of, and assigned by, the Commission.
Policy Enhancement
Assist in reviewing and keeping up to date the Commission’s AML/CFT/CPF Policy, Strategy and related Strategic Action Plan.
Keep abreast of the ever-evolving AML/CFT/CPF international standards and participate in revising relevant AML/CFT legislation as necessar
Assist, as necessary, in reviewing and updating money laundering, terrorist financing and proliferation financing risk assessments conducted for the Virgin Islands.
Data Analysis and Management
Assist in managing the Commission’s AML/CFT/CPF data through identification, collection, maintenance and analysis of such data to enable the Commission to:
understand ML/TF trends;
enhance the Commission’s understanding of the ML/TF risks associated with regulated sectors and the Territory, and make recommendations to improve the AML/CFT regime as necessary;
actively monitor and manage the AML/CFT/CPF risk exposure of the Virgin Islands’ financial services sector and the Territory; and
maintain statistics necessary for submission to CFATF and other international standard setting bodies for the purpose of conducting assessments/evaluations.
evaluate the effectiveness of the Commission’s supervisory, compliance, enforcement and international cooperation regimes.
Assist with the timely collection and updating of all relevant data and managing the conversion of such data into meaningful and useful information.
Assist in analysing annual AML/CFT/CPF returns data at an aggregate level to allow for results to be fed into supervisory risk assessments.
Assist in developing reports and presenting findings of analysis in a meaningful and useful manner to relevant stakeholders.
Make recommendations for enhancing the FSC’s data collection process.
Standards Monitoring
Assist in monitoring international AML/CFT/CPF standards to allow for recommendations to be made when necessary to revise AML/CFT/CPF strategies, legislation and supervisory regime to ensure the Commission remains compliant.
Assist in development of necessary Action Plans to ensure ongoing compliance by Divisions/Units with international standards.
Assist in monitoring Divisions/Units to ensure corrective actions outlined in Action Plans to address deficiencies identified in Risk Assessments and any other reviews are properly and fully addressed.
Training
Assist with planning, coordinating and implementing necessary internal and external AML/CFT/CPF learning programmes.
Outreach
Assist in developing AML/CFT/CPF outreach material for internal and external distribution to bring awareness to relevant AML/CFT/CPF matters;
Liaise with other Divisions and Units where necessary in the production of relevant AML/CFT/CPF outreach material;
Assist in the scheduling of internal and external outreach in accordance with the established outreach programme.
External Representation
Assist in engaging with private sector to enhance awareness of emerging ML/TF/PF risks, trends and patterns (by issuing guidance, conducting outreach and training)
Serve as a positive ambassador at conferences, meetings and events including attendance at CFATF Plenaries where necessary.
Present information gained from external exposure and make recommendations to the Commission on how to improve the AML regime and operations.
Build positive, cooperative relationships with external government agencies and other international regulatory bodies or agencies.
Qualifications/Knowledge and Experience Required:
Bachelor’s degree in Finance, Accounting, Economics, Business Management, or another relevant field; or
Associates degree in Finance, Accounting, Economics, Business Management, or another relevant field with four (4) years of relevant experience in financial services or relevant industry.
