Job Description

Position Overview

Provides professional acquisition management advisory support to FRTIB program offices. Primary focus is assisting in the creation and review of requirements documentation and pre-solicitation packages, providing knowledge-sharing/training sessions, and driving process improvements within FRTIB's acquisition operations.

Key Responsibilities

• Support program offices in identifying and validating requirement details

• Draft, review, and finalize pre-solicitation documentation: Acquisition Plans, Market Research Reports, SOWs/PWSs/SOOs, QASPs, Evaluation Criteria, J&As, Limited Source Justifications, and completed Purchase Request packages

• Provide proposal evaluation support using acquisition support tools and analysis techniques, under CO guidance

• Track and report on procurement activity status

• Conduct formal and informal knowledge-sharing/training sessions (instructor-led, workshops, one-on-one) covering the full acquisition lifecycle for AMD, CORs, Program Managers, and FRTIB staff

• Create training materials (presentations, reference guides) and conduct training evaluations

• Recommend and support implementation of process improvements within FRTIB acquisition/contracting processes

• Maintain and improve the Contracting Resource Library (CRL) templates, processes, and standard language

Required Qualifications

• Extensive experience in federal acquisition planning, requirements development, and pre-solicitation documentation

• Deep knowledge of the FAR, agency supplements (TFAS preferred), and federal procurement regulations

• Experience drafting SOWs, PWSs, SOOs, QASPs, Acquisition Plans, J&As, and Market Research Reports

• Experience supporting proposal evaluation processes in a federal agency environment

• Demonstrated ability to design and deliver acquisition training (classroom, virtual, workshop formats)

• Strong written and oral communication skills, including the ability to present at all organizational levels

• Familiarity with process improvement methodologies applied to acquisition operations

Performance Standard

≥95% of documents accepted by the Acquisition Liaison Team (ALT) and COR prior to CO approval. Maximum remediation: 5 business days.
